Bump PlutoBook from v0.18.0 to v0.19.0 - #14

Vendored native gems and CI now build against PlutoBook v0.19.0. The C API is unchanged, so the Ruby extension did not need updates. This picks up security fixes, tighter CSS parsing, table `nowrap` support, and drops PlutoBook's icu-i18n link. We still need icu-uc, so ICU stays in the build dependency list. https://github.com/plutoprint/plutobook/releases/tag/v0.19.0
